It's funny how it just jumps out at you ...

Depressing:

In 1993, he lured two 14-year-old girls to his home in Havant, Hampshire, drugged them and sexually assaulted one and raped the other. He was jailed for 14 years for the attack but despite the nature of the crime was then released early ten years later.


And this:

Tobin is already serving at least 21 years in prison for the murder of the Polish student and is unlikely ever to leave prison.


21 years for murder, after a history of lunatic violence?

Jesus. Why is "life" not "life"?

Criminal Justice Act 2003 - you get a 'Whole Life Tariff' if you're a multiple murder whose crime involved sexual abuse, pre-planning, abduction or terrorism.

If you kill a policeman, or you used a firearm, or your crime had some racist/sexual element you'll get 30 years.

Everything else starts at 15 years with a sliding scale for nastiness. His score dropped him at 21 years. Great innit?

They have boxes to tick for absolutely fucking everything.

The rules are different in Scotland - in England under CJA 03 he'd have got a minimum tarrif of 30 years plus Special Extra Bonus Repeat Sex Offender Time for raping and murdering Ms Kluk.

(and would most likely have never been released, because the minimum is about 'when can you be released /if/ you show you're not a danger to the community'. The fact that he stayed inside 3 years longer than normal for the 1993 attacks is unsurprising in itself, and a good indication that he's not going to pass that test anytime ever)

Sounds like a game o' pinball. It's a shame, last week I read that Ray Winstone was considering
leaving the UK for these same reasons.

Tobin will lie more safely in his bed tonight than we. He has his accommodation nicely sorted, thank you, and cannot lose his job.

I blame the Tories for not executing him in the first place.

He's an elderly child-sex-offender in a maximum-security prison. Unless your bed is on the streets of Baghdad, you're an awful lot safer than him.

I wonder why life doesn't mean life but 20 years or so; less if you pretend remorse. More if you say you are innocent. As for this evil bastard, castration with a rusty knife and no anaesthetic followed by being turned off a stool whilst suspended with a hempen collar is still too good for him.

Tie him up and give him to a bunch of women. Much cheaper than keeping this evil scum alive in jail.
