Because they're poor Nigerians who use what little money they have to pay for time in internet cafés to send these mails in bulk and can barely afford clothes (I'm thinking of the hilarious photos on 419eater here), let alone have a decent education.
Far more depressing is that they obviously have success or they wouldn't be doing it in the first place. They probably only have to get one hit out of 10,000 emails for it to be successful, and there are a lot of gullible stupid people in this world.
Apparently it's called a 419 scam because of the penal code that the Nigerian Authorities assigned to the crime - I rather think they turn a blind eye to it though, after all it must bring a fair amount of money into the country (after oil of course).
I personally cannot stand the 419 apologisers, the people who say we should just let these people get on with it because of some twisted sense of first world guilt.
People have been sucked in by these people to such an extent that they have borrowed and borrowed and will never get out of debt, there are even one or two examples of people committing suicide after being conned.
In lieu of the Nigerian authorities doing anything to stop them they certainly deserve to be humiliated, tattooed, and sent on international safaris by the genuises at 419eater, and to those apologisers who frown on such activities let me ask you how you would feel if your own gran was in these peoples sights?
Would you still say they deserve some recompense after what the Europeans have taken from them? Or would you want to hunt them down and rip their fucking nuts off?

Racist!!!!
I think the bad English is meant to convince you that they aren't sophisticated enough to carry out a scam like this.
@Ross "Bad English"? It's usually better than what most of the yoof of 2day in this country can manage.
