He does seem to have missed that point, doesn't he?
Something that is often forgotten is that Bogdanor was David Cameron's tutor at Oxford; he described him as 'one of the ablest students he's ever had'. He was also the man who criticised Cameron's proposals for a British Bill of rights, saying: "He may have forgotten some of the things I've taught him. I'd be happy to give him a few more tutorials on civil liberties." Civil liberties like being arrested for doing your job, for example?

Big deal - so Bogdanor is a high-powered academic: it doesn't stop him being a damn fool (or worse). He is in the great tradition of brilliant idiots. For instance, Bertrand Russell was a brilliant philosopher but his latter years (and, in fact, his early years) were clouded by the nonsense of his political beliefs and activities. Like Bogdanor he was unsurpassed at the theory but crap on the practice. However, unlike Bogdanor, Russell wasn't an apologist for shite in office.
